Mandatory GHG Inventory in Vietnam: Who Must Comply?

On August 13, Vietnam’s Government issued Decision No. 13/2024/QD-TTg, updating the list of sectors and facilities emitting greenhouse gases (GHG) subject to GHG inventory. According to the decision, 2.166 facilities are now required to carry out inventories, an increase of 254 facilities compared to the 2022 list.

Decision No. 13/2024/QD-TTg mandates GHG inventories for six main sectors:
Construction: Energy consumption and production processes in the construction industry.
Industrial Processes: Metallurgy, chemical production, electronics, substitutes for ozone-depleting substances, and other industrial products.
Energy: Coal, oil, and natural gas extraction; energy production industries.
Transportation: Energy consumption in transportation.
Agriculture, Forestry, and Land Use: Livestock, land-use changes, crop cultivation, energy in agriculture and fisheries, and other agricultural emissions.
Waste: Solid waste landfills; Biological treatment of solid waste; Incineration and open burning of waste; Wastewater treatment and discharge
According to Decree No. 06/2022/ND-CP of the Vietnamese Government, at the facility level, inventory is mandatory for those with annual GHG emissions of 3,000 tons of CO2 equivalent or more, or for facilities meeting any of the following criteria:
Power plants or industrial facilities with annual energy consumption of 1,000 tons of oil equivalent (TOE) or more.
Transport companies with annual fuel consumption of 1,000 TOE or more.
Commercial buildings with annual energy consumption of 1,000 TOE or more.
Solid waste treatment facilities with an annual capacity of 65,000 tons or more.
In the Industrial Sector, there are 1,805 facilities, including power plants and industrial facilities with annual energy consumption of 1,000 TOE or more. This list has excluded 199 facilities and added 342 new ones.
In the Transportation Sector, there are 75 companies with annual fuel consumption of 1,000 TOE or more. This list has removed 26 companies and added 31 new ones.
In the Construction Sector, there are 229 facilities, including cement plants and commercial buildings with annual energy consumption of 1,000 TOE or more. This list has excluded 37 facilities and added 162 new ones.
In the Resources and Environment Sector, there are 57 solid waste treatment facilities with an annual capacity of 65,000 tons or more. This list has excluded 35 facilities and added 16 new one.
Facilities listed under Decision No. 01/2022/QD-TTg but not included in this new decision are not required to conduct or submit greenhouse gas reports for 2025.
