ENHANCING THE CAPACITY TO IMPLEMENT ARTICLE 6 OF PARIS AGREEMENT IN VIETNAM

As part of the "Article 6 Implementation Partnership (A6IP)" initiative, the technical workshop "Enhancing Capacity to implement Article 6 of Paris Agreement in Vietnam" recently took place, aiming to provide in-depth capacity building on Article 6 of the Paris Agreement in Vietnam.

 On December 10th, the Department of Climate Change (DCC), the Institute for Global Environmental Strategies (IGES), and KLINOVA Climate Innovation Consulting & Services co-hosted the technical workshop "Enhancing Capacity to implement Article 6 of Paris Agreement in Vietnam."

As a part of the "Article 6 Implementation Partnership (A6IP)" initiative, launched by Japan at COP27 in 2022, the workshop aimed to strengthen Vietnam's capacity building on Article 6 of the Paris Agreement and implementation of authorization, tracking, reporting, and review processes, with focus on preparation of the Article 6.2 Initial Report

Speaking at the workshop, Mr. Nguyen Tuan Quang, Deputy Director of the Department of Climate Change, noted that Article 6 of the Paris Agreement establishes an essential platform for promoting bilateral and multilateral cooperation to enhance climate change mitigation goals through both market and non-market mechanisms. This is a new topic not only for developing countries like Vietnam but also for the international community. Especially at the COP29, countries adopted new standards for Article 6, unlocking significant opportunities for more effective international cooperation mechanisms.

The workshop was structured into two parts with the first session focusing on experts’ sharing. DCC representative presented on Vietnam's carbon pricing framework, and the UNFCCC RCC Asia-Pacific provided updates on Article 6 and NDC ambitions via Article 6.

Assessing the economic potentials of Article 6 and roles of the private sector in driving the carbon market, Dr. Nguyen Phuong Nam, CEO of KLINOVA, stated that implementation of Article 6 has potential to reduce NDCs cost, enhance ambitions, and support sustainable development, while the private sector plays an active role in its execution. However, there are existing challenges in implementing Article 6, not only for Vietnam but also for many countries. After COP29, while nations have committed to advancing the implementation of cooperative mechanisms under Article 6, there are difficulties in deployment, including the lack of a neutral body to collect and process information, as well as concerns over transparency and ensuring the integrity of carbon credits. Therefore, cooperation across sectors, countries, and governments is crucial.

IGES representatives elaborated on regulations for authorization, tracking, reporting, and review under Article 6.2. From KLINOVA, Ms. Hue NGUYEN, Project Director of KLINOVA, also delivered a presentation providing participants with regulations on reporting and evaluation of implementation under Article 6.

In the second session, delegates participated in an exercise on authorization considerations, where they practiced evaluating and approving projects eligible for registration under Article 6 and drafting letters of authorization. This activity aimed to help participants utilize the provided insights to thoroughly understand the criteria and evaluation methods.

The workshop provided an invaluable opportunity for policymakers and experts in Vietnam’s climate change sector to deepen their understanding and share experiences with both domestic and international experts on the regulations of Article 6 and its linkages to NDCs. It also contributed to building capacity for authorization, tracking, reporting, and review processes under Article 6, while supporting the timely preparation of a high-quality Initial Report.
