Dr. Nguyen Phuong Nam is Vietnam's leading expert on climate change, ESG, green finance and carbon credit in Vietnam with more than 18 years of experience working with development partners such as the United Nations, ADB, GIZ, WB, JICA... and Vietnamese government agencies (Ministry of Natural Resources and Environment, Ministry of Foreign Affairs, Ministry of Industry and Trade, Ministry of Planning and Investment, Ministry of Agriculture and Rural Development…). From 2019 to 2021, Dr. Nam has supported the Climate Leadership Cities Organization C40 as a climate advisor to the Hanoi capital government. Up to now, Dr. Nam is the founder and CEO of KLINOVA Climate Innovation Consulting & Services JSC.
During the period 2012-2019 while working at the Department of Climate Change, Dr. Nam was Head at the Center for Responding to Climate Change. With in-depth experience in the field of climate change and climate finance, he has successfully carried out many scientific research and applied projects as a policy advisor, theoretical researcher, technical and project management. Implemented topics include building a system of policies related to the national system of GHG Inventory, research on building a Carbon market in Vietnam, a research on building the Vietnam's Climate Change Law, researching green taxonomy criteria, green financial tools for climate change adaptation (NAP), solutions to unlock green finance for just energy transition program (JETP), and developing carbon market pricing tools as well as policies related to the transaction registration database, MRV system and emissions allowances trading, organizational structure and legal regulations for the operation operate those systems.
Dr. Nam has been a member of the Editorial Board of Vietnam Environment Magazine (JVE- ISSN: 2193-6471) since 2016 and he was an International Reviewer of the United Nations Framework Convention on Climate Change (UNFCCC) for climate change reports from 2017.
Dr. Nam received a PhD with the topic of solid waste treatment and waste-to-energy at the University of Bonn, Germany in 2012 after completing his Master Degree in Chemistry at Vietnam National University, Hanoi in 2006. Besides, he got his second Bachelor's degree in Law from the University of Law, Vietnam National University, Hanoi in 2024 then now is learning to become a Lawyer at Vietnam Judicial Academy.
