On August 10, 2026, Deputy Prime Minister Hồ Quốc Dũng signed Decision No. 42/2026/QĐ-TTg, issuing an updated list of sectors and greenhouse gas-emitting facilities required to conduct greenhouse gas inventories.
Six sectors are subject to greenhouse gas inventory requirements: (1) Energy; (2) Transportation; (3) Construction; (4) Industrial Processes; (5) Agriculture, Forestry and Other Land Use; (6) Waste.
Notably, the updated 2026 list includes 2,441 greenhouse gas-emitting facilities, including 1,916 facilities under Industry and Trade, 464 facilities in the transportation and construction sectors, and 61 facilities under Agriculture and Environment.
Facilities included in the list are responsible for conducting facility-level greenhouse gas inventories and preparing and submitting inventory reports in accordance with applicable regulations. The new Decision will take effect on September 25, 2026.
This places an urgent requirement on businesses included in the list: they must proactively conduct greenhouse gas inventories and prepare inventory reports in compliance with the regulations to meet the new legal requirements and avoid being unprepared when the regulations officially take effect.
