From April 14 to 17, 2026, in Naivasha, Kenya, Ms. Nguyen Thi Minh Hue - Project Director of KLINOVA and an International UNFCCC Reviewer - attended the "Global Transparency Community Meetings 2026" as a member of the ICAT Advisory Committee (AC). This event reaffirmed that transparency is not merely a reporting obligation but a pivotal tool for realizing global climate goals.
The year 2026 represents a critical juncture for climate action as the international community shifts its focus from formulation to the implementation phase of the third generation of Nationally Determined Contributions (NDC 3.0), submitted in 2025. At the Naivasha forum, senior policymakers and climate experts from over 70 countries emphasized the necessity of robust transparency frameworks to ensure the feasibility of Net Zero pathways. This transition requires strong data systems to help nations not only track progress but also generate credible evidence to mobilize green financial resources.

Throughout the sessions, the agenda delved into technical modules designed to dismantle barriers in converting high-level targets into actionable sectoral plans. Discussions centered on practical experiences in greenhouse gas (GHG) inventories, projections, and the establishment of data platforms for the upcoming second round of Biennial Transparency Reports (BTR2). The conference showcased innovative approaches to integrating transparency into financial strategies, ranging from climate budget tagging mechanisms to integrated data management systems for key sectors. Notably, evidence-based policy assessment was highlighted as a "guiding star," enabling countries to prioritize high-impact mitigation and adaptation measures while ensuring alignment with national sustainable development goals.
Against this backdrop, the participation of KLINOVA's representative provided practical insights into applying transparency tools within the specific contexts of Vietnam and other developing nations. Effective emission governance and the development of BTRs are no longer just technical requirements of the Paris Agreement; they offer an opportunity for businesses and organizations to reshape investment strategies based on reliable data. Delegates reached a consensus that transparency frameworks are evolving into powerful decision-making tools, facilitating the translation of high-level political commitments into detailed action plans at both sectoral and local levels.

A significant highlight of the event was the ICAT Advisory Committee meeting, where members, including Ms. Nguyen Thi Minh Hue, contributed strategic advice on the vision and long-term direction of the global transparency network. The close coordination between technical consultancies like KLINOVA and international organizations such as ICAT, UNFCCC, and UNDP ensures that methodologies for GHG accounting and NDC tracking remain updated with the most stringent standards. This collaboration is particularly vital as countries strive to overcome institutional and data infrastructure challenges to operationalize the Enhanced Transparency Framework (ETF) effectively.

As the meetings in Kenya concluded, the lessons learned regarding data integration and governance capacity building have opened new pathways for action programs in Vietnam.
