Hanoi – On September 26, 2025, the Ministry of Science and Technology officially announced 20 National Standards (TCVN) on offshore wind power, marking an important step forward in completing the legal and technical framework for Vietnam’s renewable energy sector.
These standards are the result of a technical assistance program initiated by the United Nations Office for Project Services (UNOPS) and the Southeast Asia Energy Transition Partnership (ETP), in cooperation with the Directorate for Standards, Metrology and Quality (STAMEQ), implemented from January 2024 to September 2025. The development process went through multiple stages, including surveys, benchmarking against international IEC/ISO standards, drafting, broad consultation, and appraisal.
The 20 TCVNs cover key areas such as: turbine and blade design adapted to tropical storm conditions; safety and lightning protection requirements; regulations on measurement, testing, and reliability assessment; subsea cable systems; as well as communication and monitoring standards for wind power plants. Their issuance not only ensures international compatibility but also lays the foundation for the large-scale development of offshore wind power, contributing to Vietnam’s commitment to net-zero emissions by 2050.
A representative from the Ministry of Science and Technology emphasized that the new TCVNs will help standardize processes from survey, design, and installation to operation and maintenance, while strengthening investor confidence, facilitating technology transfer, and accelerating Vietnam’s wind power market.
During the Q&A session, experts raised several “hot” and highly relevant questions, including how to assess the environmental impacts of wind power projects developed under the new standards, and whether offshore wind projects should be integrated with smart-wind power systems to enhance project efficiency.
At the thematic session, Mr. Đặng Hữu Hoàng, representing KLINOVA, shared insights on the potential for developing a carbon credit market from offshore wind projects based on the newly announced standards. This is a topic attracting strong interest from experts, businesses, and organizations, as Vietnam accelerates offshore wind development and moves towards its net-zero 2050 target. KLINOVA’s participation at the event demonstrates its commitment to accompanying Vietnam in driving the green energy transition and building a low-carbon economy.
