Legal Roadmap on GHG Inventory and Emissions Reduction that Enterprises Need to Know

In the context of Vietnam accelerating the implementation of its climate change commitments and its net-zero emissions target by 2050, the legal frameworks on greenhouse gas (GHG) inventory and mitigation have been relatively well established, most notably through Circular No. 17/2022/TT-BTNMT and Decision No. 13/2024/QĐ-TTg
For enterprises listed among the 2166 major emitting facilities under Decision No. 13/2024/QĐ-TTg, meeting the prescribed deadlines is not only a legal obligation but also an essential step in preparing for enhanced competitiveness and sustainable development in the medium and long term.
Three key milestones enterprises must pay attention to include:
(1) Milestone 1 by 31/3/2025
The first critical deadline is March 31, 2025, the submission date for the 2024 facility-level GHG inventory report. This marks the starting point in the emissions management cycle for enterprises, providing a comprehensive assessment of the current GHG emissions within their operations.
The report must follow the procedures outlined in Circular No. 17/2022/TT-BTNMT, including clear definitions of inventory boundaries, emission sources, emission factors, and quality control steps for data management.
(2) Milestone 2 by 31/12/2025
More importantly, the strategic milestone that businesses must prioritize and allocate resources for immediately is December 31, 2025, the deadline to submit the GHG Emissions Reduction Plan for the 2026–2030 period. If the GHG inventory is the “recording” of emission data, then the mitigation plan is the “action” taken in response. This long-term strategic document requires enterprises to identify reduction measures, quantify targets, evaluate feasibility in terms of technology and finance, and integrate the proposed actions into their operational, production, and investment plans for the next five years.
To fulfill this requirement, enterprises need to analyze data from the Milestone 1 inventory to identify major emission sources, while also engaging relevant departments (communications, finance, operations, etc.) to develop a cohesive plan. Delays in preparing the mitigation plan may lead to missed opportunities such as access to green credit, participation in energy transition programs, or alignment with sustainable supply chains promoted by the Government.
In the face of rising global demands for emission transparency and ESG standards, the 2026–2030 GHG reduction plan is a decisive step in shaping the green future of enterprises, and requires urgent planning.
(3) Milestone 3 by 31/3/2027
After submitting the mitigation plan, enterprises enter the monitoring and reporting phase. Starting from 2027, instead of reporting every two years, businesses are required to submit annual reports on their implementation results by March 31 each year. These reports will be compared with the targets committed in the 2025 plan and serve as a basis for regulators to assess compliance and the effectiveness of mitigation measures.
