KLINOVA attends International Workshop on Nature-based Development and Green Investment Mobilisation for the Tam Giang – Cau Hai Lagoon

On May 22, 2026, in Hue City, the international workshop “Nature-based Development and Green Investment Mobilisation for the Tam Giang – Cau Hai Lagoon” brought together representatives from central and local government agencies, international organisations, investment funds, businesses, experts, and development partners from both Vietnam and abroad.

The event was jointly organised by the Hue City People’s Committee, LuxDev, and WWF-Viet Nam to promote sustainable development solutions for the largest brackish lagoon system in Southeast Asia.

Covering approximately 22,000 hectares, the Tam Giang – Cau Hai Lagoon is recognised as an ecologically significant area supporting local livelihoods, biodiversity conservation, and the marine economy of Hue City. However, the region is increasingly facing challenges including climate change, saltwater intrusion, environmental pollution, unsustainable resource exploitation, and growing pressure from coastal infrastructure development.

Throughout the workshop, discussions focused on Nature-based Solutions (NbS), adaptive governance, ecosystem restoration, sustainable fisheries, eco-tourism, and opportunities to mobilise green finance for long-term development projects in the lagoon area.

Speakers emphasised that nature-based development is no longer merely an environmental option, but a strategic requirement to reduce investment risks, strengthen climate resilience, and unlock new green growth opportunities.

One of the key messages highlighted during the event was the increasingly visible connection between “ecological risks” and “investment risks.” Experts noted that if ecological limits are not integrated into development and investment planning from the outset, environmental risks will ultimately translate into long-term financial risks.

Representing KLINOVA at the workshop was Dr. Nguyen Phuong Nam, CEO of KLINOVA. During the event, Dr. Nam joined the panel discussion on “Mobilising Green Investment for Nature-based Solutions,” together with representatives from Hue City Department of Finance, Techcombank, Manulife Investments Vietnam, Dragon Capital, and GGGI Vietnam. The session gathered stakeholders from the capital market and climate finance advisory sector to discuss policy gaps, governance mechanisms, ecosystem conservation, and opportunities to promote sustainable development in the lagoon region.

Responding to a question regarding Decision No. 21/QD-TTg issued by the Prime Minister on July 4, 2025 on environmental criteria and the certification of projects under Viet Nam’s Green Taxonomy, Dr. Nam shared insights from his experience supporting the development of the country’s Green Taxonomy framework. He stressed the importance of understanding the concept of “Green Taxonomy” as a common language for the financial market - connecting regulators, project developers, and financial institutions - rather than simply viewing it as a classification system for statistical purposes.

According to Dr. Nam, Viet Nam’s Green Taxonomy, which covers 45 project categories across seven major sectors, already provides a comprehensive framework for green finance activities nationwide, including Hue City. He recommended that Hue should focus on improving incentive policies and piloting breakthrough regulatory sandbox mechanisms for the Tam Giang – Cau Hai area in order to attract strategic green investors. He also emphasised the importance of building a complete “green ecosystem” that includes both green production and green service projects, supported by long-term strategic vision and practical short-term action plans.

The high-level dialogue on green investment mobilisation also attracted participation from financial institutions, banks, investment funds, and development partners to discuss climate finance, blended finance, carbon markets, ESG standards, and the development of investment-ready green project pipelines. Participants agreed that the market does not lack capital for green projects; rather, the key challenge lies in developing projects with transparent data, sound governance, and the ability to meet international environmental and climate resilience standards.

Alongside discussions on finance and investment, the workshop also featured a panel on Nature-based Solutions (NbS) for the Tam Giang – Cau Hai Lagoon. The session explored ecological, governance, and livelihood challenges facing the region, while highlighting the need to transition toward a nature-based development model that respects ecological boundaries and integrates marine economic growth with environmental conservation and climate adaptation.

Many experts noted that Tam Giang – Cau Hai should be viewed as a multi-value ecosystem, where mangrove restoration, nature-based tourism, ecological economy models, and integrated coastal zone management can become key foundations for the region’s long-term sustainable development.

The workshop not only fostered multi-stakeholder dialogue on nature-based development and green investment opportunities for the Tam Giang – Cau Hai Lagoon, but also contributed to advancing integrated approaches that combine ecosystem conservation, community livelihoods, and green economic growth. At the same time, the event laid important groundwork for developing green project pipelines, strengthening public-private collaboration, and expanding access to climate finance and sustainable investment opportunities for Central Viet Nam in the years ahead.
