During this session, the Council examined the project: “Scientific and Practical Basis for Developing Guidelines on Greenhouse Gas Emission Allowance Allocation in Vietnam, with a Pilot Application in the Waste Management Sector.” The study is expected to clarify the scientific foundation for allowance allocation—an essential step in shaping Vietnam’s carbon market and implementing the 2020 Law on Environmental Protection.
Notably, Dr. Nguyen Phuong Nam—CEO of KLINOVA and Executive Committee Member of the Ho Chi Minh City Green Business Association—was invited to join the Council as a member and reviewer. With over 17 years of experience collaborating with various government bodies (MONRE, MOIT, MPI, SBV, etc.) and international organizations such as UNDP, UNEP, GIZ, WB, JICA, ADB, and C40, Dr. Nam is a seasoned expert in climate change, renewable energy, and carbon pricing. He has made significant contributions to research, policy consulting, and the management of climate-related projects in Vietnam.

The involvement of independent experts, scientists, and business representatives is a mechanism to ensure transparency and objectivity in the evaluation of scientific and technological tasks. Dr. Nam’s participation highlights the increasingly close connection between academia, regulatory agencies, and the business sector in shaping climate policy.
