Vietnam strengthens the regulatory foundation for its domestic carbon market

KLINOVA introduces the full text of Circular No. 48/2026/TT-BTC: “Guidelines on the supervision of greenhouse gas emission allowance and carbon credit transactions on the domestic carbon exchange, and reporting obligations of stock exchanges and the Vietnam Securities Depository and Clearing Corporation to the State Securities Commission regarding the operation of the domestic carbon exchange.”

KLINOVA introduces the full text of Circular No. 48/2026/TT-BTC: “Guidelines on the supervision of greenhouse gas emission allowance and carbon credit transactions on the domestic carbon exchange, and reporting obligations of stock exchanges and the Vietnam Securities Depository and Clearing Corporation to the State Securities Commission regarding the operation of the domestic carbon exchange.”


Issued by the Ministry of Finance on May 12, 2026, the Circular establishes monitoring, reporting, and compliance mechanisms to enhance transparency, fairness, and market integrity as Vietnam prepares for the operation of its domestic carbon market. This marks another important step in Vietnam’s journey toward Net Zero and a more structured carbon trading ecosystem.
