From October 14 to 18, 2024, in Bonn, Germany, the Technical Expert Review Team under the United Nations Framework Convention on Climate Change (UNFCCC) conducted a technical review of the Republic of Seychelles’ first Biennial Update Report (BUR). Seychelles, an African island nation classified among the Small Island Developing States (SIDS), is highly vulnerable to the impacts of climate change.
This review session took place under the International Consultation and Analysis (ICA) process, designed to enhance transparency in greenhouse gas (GHG) inventories and mitigation actions of developing countries, as well as to prepare for the implementation of the Enhanced Transparency Framework (ETF) under the Paris Agreement.
The official synthesis report of the review was published on August 21, 2025. It highlights Seychelles’ significant efforts in improving its GHG inventory system and establishing measurement, reporting, and verification (MRV) mechanisms, while also identifying urgent needs for finance, technology, and capacity building.
Notably, Dr. Nguyen Phuong Nam - CEO of KLINOVA and an accredited international reviewer under the UNFCCC - served as a member of the Technical Expert Review Team, alongside experts from Austria, Egypt, Argentina, Thailand, and the United Nations. The participation of a Vietnamese representative in such a critical international process underscores KLINOVA’s technical expertise and commitment to advancing global climate transparency, while elevating Vietnam’s position in international climate action efforts.
