Morning Café with HanoiBA – Resolution 68 on Private Sector Development and New Member Admission

In the morning of May 23, 2025, in Hanoi, the Hanoi Young Business Association (HANOIBA) held a Morning Café event under the theme: “Resolution 68: New Opportunities – New Challenges for Young Entrepreneurs.” The event, set against the backdrop of the Politburo’s recent issuance of Resolution No. 68-NQ/TW, attracted nearly 100 entrepreneurs and association leaders, marking a significant redefinition of the private sector's role in Vietnam’s national economy.

Attending the program were Mr. Trần Đăng Nam – Chairman of HanoiBA and Chairman of DOLGROUP; Mr. Trần Văn Minh – Vice Chairman and General Secretary of HanoiBA; Mr. Phạm Anh Tuấn – Vice Chairman of HanoiBA and Chairman & CEO of BATECO Group; and lawyer Lưu Xuân Vĩnh – Executive Committee Member of HanoiBA and Managing Director of Asia Legal, who also served as a keynote speaker. In addition to Executive Committee members, representatives of affiliated clubs, and many association members, Dr. Nguyễn Phương Nam, CEO of KLINOVA, was personally invited to attend by HanoiBA Chairman Trần Đăng Nam and lawyer Lưu Xuân Vĩnh, in recognition of his contributions to sustainable business and green transition policy development.


Session 1 of the event focused on policy dialogue, with lawyer Lưu Xuân Vĩnh presenting the key highlights of Resolution 68. These include institutional reform, a reduction of business conditions, the decriminalization of economic relations, support for digital transformation and green transition, and expanded access to land for private enterprises. According to him, this is a strong action-oriented resolution that reaffirms the Party’s commitment to creating a transparent, supportive, and sustainable business environment for domestic companies.'

Following the keynote, an open exchange between lawyer Vĩnh and Chairman Nam shed light on how young businesses can leverage the policy advantages brought by Resolution 68 to drive breakthrough growth. From innovative thinking to concrete actions like digitalizing operations, improving productivity, and expanding into international markets, businesses are encouraged to aim for sustainable development aligned with global standards. Entrepreneurs were also urged to proactively contribute to policymaking, propose internal funding models for innovation, and uphold integrity in business – a fundamental value for building a resilient and reputable entrepreneurial community. The speakers emphasized that with a more level playing field, young Vietnamese enterprises must be well-prepared to compete not only domestically but also with international corporations.

Participating at the event, Dr. Nguyễn Phương Nam, CEO of KLINOVA, offered his perspectives on the dual nature of opportunity and risk for Vietnamese businesses. Drawing on Mr. Nam’s account of how DOLGROUP seized opportunity amidst the Covid-19 crisis to become a billion-VND company, Dr. Nam emphasized that while Resolution 68 offers many enabling conditions from the Party and Government, businesses must also recognize the “risk within opportunity.” As barriers to market access and business conditions are lifted to facilitate international financial integration and investment under both Resolution 66 and 68, Vietnamese firms face the challenge of competing with foreign supply chain companies equipped with superior financial resources, technology, and governance. To avoid being overtaken on their home turf, Vietnamese businesses, especially in Hanoi, must rapidly upgrade their knowledge, mindset, and adopt international standards and certifications for their goods and services. Most importantly, CEOs and business leaders must devise coherent strategies for faster, greener, and more sustainable transformation, using Resolution 68 as a springboard for competitive advantage.


Despite the heavy rain, the event's two sessions were marked by vibrant discussions and high entrepreneurial spirit. The May edition of Morning Café not only offered a meaningful platform for policy dialogue but also strengthened the network of young entrepreneurs playing an increasingly vital role in the economic development of Hanoi and the nation.


Session 2 of the event was the New Member Admission Ceremony, welcoming 23 young entrepreneurs from Hanoi into the Association. In his congratulatory remarks, Chairman Trần Đăng Nam emphasized the values of intellectual growth, resilience, unity, and creativity that define the HanoiBA community. He also called on new members to contribute actively to building a dynamic and healthy business environment aligned with the evolving national economy. Going forward, KLINOVA, as an active new member of HanoiBA, is expected to bring valuable insights and contributions to the Association’s impactful and high-quality initiatives.
