VPSF 2025: Private Enterprises and the Government Join Hands to Shape a Green Future

13:59 | 18/09/2025

The Vietnam Private Sector Economic Forum 2025 (VPSF 2025) took place on September 15–16 in Hanoi, jointly organized by the Party Central Committee’s Economic Commission, the Government, the Ho Chi Minh Communist Youth Union Central Committee, and the Vietnam Youth Federation Central Committee.

Under the theme “Unleashing Potential – Shaping Vietnam’s Future,” the Forum brought together around 5,000 delegates, including Government leaders, representatives from ministries and local authorities, international organizations, and the private business community. This is considered one of the most significant policy dialogue events of 2025, creating a platform for enterprises and policymakers to openly exchange ideas, discuss challenges, and propose solutions for sustainable development.

The highlight of the Forum was the High-Level Plenary Session attended by Prime Minister Pham Minh Chinh, who delivered keynote remarks. In his speech, the Prime Minister repeatedly emphasized the need for sustainable development aligned with global trends in green growth and digital transformation. He stated: “The private sector must ignite the spirit of entrepreneurship and innovation, pursue sustainable development, and align with green transformation, digital transformation, and effective international integration.” At the same time, he underscored the Government’s determination to reform administrative procedures and reduce costs for businesses, affirming: “The Government is committed to accompanying you, creating a transparent and stable business environment, and reducing at least 30% of administrative procedures and costs for enterprises.” Another notable directive was his call for strategic infrastructure development to take the lead, especially in transportation, energy, digital technology, and innovation, which he regarded as the foundation for private sector breakthroughs. In particular, the Prime Minister stressed: “In the new context, the business community must contribute to revitalizing traditional growth drivers—investment, exports, and consumption—while promoting new drivers such as digital transformation, green transition, and the circular economy,” highlighting the Government’s consistent focus on sustainable development and green growth.

Ahead of the High-Level Plenary Session, on September 15, the Forum held 12 policy dialogue sessions across various localities, with the active participation of thousands of enterprises and industry associations. These discussions covered critical areas such as institutional reform, access to finance and green capital, infrastructure and logistics development, high-quality workforce training, legal issues in real estate, tourism promotion, agriculture, renewable energy, the digital economy, and the carbon market. More than 3,000 ideas and policy recommendations were submitted to the organizers, reflecting the private sector’s dedication and expectations for stronger Government support.

The Vietnam Private Sector Economic Forum 2025 reaffirmed the increasingly vital role of private enterprises in national development. Contributing over 40% of GDP and generating jobs for tens of millions of workers, the private sector is recognized as a key driver of sustainable growth, particularly in the context of deep international integration and the imperative for green and circular development. VPSF 2025 thus served not only as a venue for addressing business concerns but also as a bridge for mobilizing social resources toward the goal of building a strong and prosperous Vietnam by 2045
